Jaap Hoogcarspel appointed Cluster Commissioner for Rotterdam industry

Press Release Port of Rotterdam Authority

Jaap Hoogcarspel has been appointed Cluster Commissioner for the Rotterdam-Moerdijk industrial complex. Until recently, Hoogcarspel served as a board member for industrial gases supplier Air Liquide in the Benelux region. Hoogcarspel has been asked to support companies in the joint optimisation of their existing activities, as well as accelerate the transition towards a more biobased, circular and renewable business model. The appointment of a Cluster Commissioner is one of the outcomes of the Plan of Action for the Strengthening of the Rotterdam-Moerdijk Industrial Cluster published last month.

Allard Castelein, CEO of the Port of Rotterdam Authority: “Rotterdam’s industrial cluster faces major challenges. The companies need to remain competitive with rivals in other parts of the world, while simultaneously shaping the transition towards more biobased and circular production in the years ahead.”

Steven Lak, Chairman of Deltalinqs: “The Cluster Commissioner’s role is to support companies in projects that extend beyond the boundaries of their own site, and to serve as a driver and champion for transition projects. Companies need to raise their efficiency in order to safeguard their competitive position in the short and medium terms. And the transition will ensure that the complex maintains its strength and resilience in the longer term.”

Jaap Hoogcarspel: “This is a challenging brief. While it won’t be an easy job, it’s nevertheless important that it is done, for the future of Rotterdam's and Moerdijk’s industrial sector. I hope and expect that with my years of experience in this sector and my network, I will be able to make a valuable contribution to the plan of action’s realisation.”

The appointment of a Cluster Commissioner is one of the recommendations set out in the Plan of Action for the Strengthening of the Rotterdam-Moerdijk Industrial Cluster (‘Actieplan Versterking Industriecluster Rotterdam-Moerdijk’) presented last month. This plan of action was written by former Shell senior executive Rein Willems by order of the Dutch Ministry of Economic Affairs and the Port of Rotterdam Authority. The decision to appoint a separate Cluster Commissioner was informed by the complex and urgent nature of the challenges faced by the cluster.

Jaap Hoogcarspel (66) has gained many years of experience in the chemical, oil and industrial gases sectors in positions at AkzoNobel, Shell and Air Liquide. Hoogcarspel has been appointed by the Port of Rotterdam Authority and Deltalinqs for a maximum term of two years. He will be reporting to a steering committee formed by these two parties and the Dutch government. Hoogcarspel starts in his new position on 15 April 2016.
